Special thanks to Cyberdude who knows a hell of a lot more than me and helped me out with this stuff.
What are Webm files? In basic terms they're much higher quality .gif files with as little or less than 1/10th the file size, but can also have audio like flash files. As an added bonus they're blocked by noscript (browser addon) for those who care. http://www.gfycat.com/about/
Part 1: .gif replacement.
To easily (very easily) create a .gif you can go to http://www.gfycat.com/ and cut up to 15 seconds from a youtube video at any point you wish to have it converted into a gfy webm file. You can then embed this into torn forums like any .gif
A few notes here, while people can use noscript it is rude to leave massive file sizes on a page on autoload. Make sure yours aren't set to automatically load with the page like .gifs if they're over 3mb. Simply put, it's rude. If you want to be extra courteous add a controls tag to your code, people will know it's a gfy and can click play if they want to see it, or opt out if they don't even without noscript.
Example of a gfy on loop and autoplay (same as a .gif would be) file size: 396k, as a .gif it would be 6mb and look worse.
Part 2: Video replacement (youtube and flash videos don't yet work on the current forums) gfycat doesn't currently host with sound, they intentionally strip it as it keeps them somewhat friendly to other websites and to people (they can see the file is from there and know it has no sound, also websites are less likely to block them)
Note: Do not autoplay webm files with sound anywhere on torn, much like doing it with flash in the past you WILL be banned!
First off you need to convert the file this is one way to do it (you can look up others on your own) http://video.online-convert.com/convert-to-webm If it's a youtube video they wont convert it (legal reasons), if it's over 100mb you have to pay (but you shouldn't be converting files over 100mb for torn forums anyways). You can download it first to convert it with a browser addon, I use "Netvideohunter" it's simple and works and that's all I want atm. Then you can convert it. After that you need to host it somewhere. Here's a host that allows audio. http://pomf.se/ up to 50mb, and seriously if it's bigger than 50mb regardless of host you should probably keep it off this forum anyways.
The final result of a full fledged high quality video with control options on and an image preview in .gif format.
If you have trouble with the code simply edit in an old post in your faction or company forums and play with it til you get it down. You now have all the resources you need to learn on your own, it may take a little practice so take the time to figure it out and understand it.

As this is very similar to .swf flash files use common sense and follow the same rules put in place for flash files, if you autoplay sound don't act surprised when you get banned.
