I don't exactly understand what Ranks are based off of. By this, iean like the rank of Highly Distinguished. What, exactly, determines how one rises to each subsequent Rank?

Ranks are a way of measuring progress in the game, by level, crimes done, networth and total battle stats. You start at Rank 1 (Absolute beginner) and gain one award and merit for each time you increase your rank by reaching a rank trigger.
A list of the triggers needed for each rank is here:
https://wiki.torn.com/wiki/Rank

You can see how close you are to completing the triggers on tornstats (you need to make a separate account):
https://www.tornstats.com/tools/awards -> rank triggers
