    I am some.
    I think, in all reality, it likely falls under the 3rd tier at soonest. That doesn't mean someone who is homeless/struggling finding a job (tiers 1 and 2 respectively) doesn't want to hear music or doesn't desire it, but the desire for food and shelter and for a safety net (in the form of money and employment) are higher in the list.

    Use this as an example. If as a condition for your mortgage or lease for your apartment it said "No music to be played at any hours," and assume for this example that all homes have this as a defined and unarguable condition of your mortgage or lease, people wouldn't listen to music. The desire for home, warmth, and safety are superior.
