Yes the API is free

It's read-only so you cannot automate via the API at all. Regarding scripts, the rules are pinned in the tools & userscripts forum (on mobile so no clicky for you)

Torn's api docs are at https://www.torn.com/api.html but the better (third-party) docs are at tornapi.tornplayground.eu and you can see all the endpoints and schema there.
