I'd get at least a proof of concept before asking for help, so people know what they'll actually be working on.

I have a cool idea for an in torn mini-game. I have the faction to start it in, a second group ready to help with cross-faction elements, a server already running, working prototypes for all the elements and a game plan on the rules and mechanics.
I already do python myself and am confident i will finish this in a relatively timely fashion... Buuuuut, it could get bigger, faster if i found a partner in crime.
It is solely a torn project, All torn only gameplay, all in torn (besides api calls and data tracking). All the code will be available to scrutiny if/when required.
Not giving too much away here sorry, but im confident i have a novel, near fully automatic way to provide extra entertainment and help encourage player engagement in groups like ours.
A set-up that would also track useful faction data alongside handling the game logic. Neither users or participating factions would have to download anything, no scripts, nada. Just an api key needed for access to the data and all is viable on vanilla torn!

There is not going to be any agreed set payment for said assistance.... But i'd be more than happy to share some of my knowledge and resources with a friendly co-coder.. And i'll absolutely volunteer reward for any success we find with it. I'm not crazy rich, but we do well with our wars.
It would not be at all necessary for you to join my faction but it would make some things simpler like seeing and altering implementation side stuff.
Its also not necessary for you to know python, if you have any basic code experience and want to play with Python i'll help you in exchange for help! or if you are very eager to learn and okay with numbers, i'm happy to give a few pointers on the offchance you can turn round and assist.

There is for sure a chance this could be profitable when implemented (in game) and that will for sure be shared (to a limited degree). I expect its going to take 12-24 man hours to get everything functional and another 12-24 to polish, test, bug fix.... For the rough base....
I do plan on trying to share it but its mostly intended as a long term, ongoing game for my group and a few ally factions. Though the work required will obviously reduce a lot, once its going.

With how it all works, All i can really do is put up an image tracking some api data and describe the mechanics and how it would alongside the limits of the game and its rules.
The image is just the same as many images, like the auto updating faction descriptions. Sooo, i'll post mine here for ya as my example. Not trying to be funny. There is a bit more to it, but it is an example of most of it...
Doesn't have to just be static images either, can have custom GIFs auto produced and updated with various effects and whatnot.

As mentioned, i made those renderings. Just something i had on torn to show that its not all talk, i do have experience with the game development software i mentioned. Not the best examples. but something.
A large part of my plans is visual elements and that can be time consuming and tricky in itself, let alone the code. It should be comforting to prospective helpers to know that i can cover that myself leaving only the code to worry about.
The auto-updating images is a way by which the game state can be distributed to the players of the game. We essentially stream a screen to each, albeit a very slow screen... but now ya getting me to spill my secrets >_<

I've also developed more tools using the API than i probably should have, including ones written in python (see my forum signature).
However, as Kwack also mentioned, none of what you have written so far gives any clue as to what the project actually is about or how it's intended to be implemented within Torn.
Knowing about the scope, mechanics or the actual structure and idea behind the project, not just vague descriptions of the elements used in it, would help potential developers decide if they are up for it or not and if they have the skills needed to help. -
