I have actually compiled this data to easily get the perk merit when i was creating my merit guide.Since this perk is quite time consuming and/or expensive to get,i am cautioning you beforehand.
If you want to view entire document without annoying scrollbars, you can use my spreadsheet from here.
As i am a human(atleast i think so even though my spouse disagrees :P) and to err is human, there may be some mistakes. If you inform me about the mistakes i will correct them.
I have divided the document into nine tabs which are:
- Books (1 Perk)
- Companies (4 Perks Max)
- Education (63 Perks)
- Enhancers (20 Perks)
- Faction (28 Perks assuming your faction has enough respect)
- Merits (25 Perks)
- Properties (4 Perks)
- Starter Jobs (3 Perks)
- Stocks (30 Perks)
There are three honors that deals with perks- Buffed: This honor is for attaining 50 personal perks.
- Web of Perks: This honor is for attaining 100 personal perks.
- OP: This honor is for attaining 150 personal perks.

I would also add jobs. I did mine by joining a Gun Shop which currently has 3 PASSIVE specials, so that gives you 3 more. There are, I think, about 4-5 other jobs that have 2 PASSIVE specials.

So only 86 more to go for the merit...WOOT!
But seriously, I love anything that helps me stay organized, thanks. -

So 16 perks from merits, and maybe half of them are something a typical player would actually want to spend merits on. I guess one strategy is to wait until you have around 90 other perks, use one merit on each perk to get to 100 and then do a reset. Should probably be at a time when you don't want to have so many merits on education anyway.
