    how do i do it. last time i tried got taken out with no damage done

    Yep. Use a temp wearpon and then fists. No armour. Does it helps? Also you can ask someone to assist you.

    Stakeout (in hospital) the target using torntools so you will get notified when someone defeated ur target. Then, wait for the target to release from hospital with Low HP and initiate attack with Epinephrine.

    Alternatively, you can also asked your friend or faction mate to assist you by throwing temp and attacking the target with low dmg weapon like Cattle Prod.

    Use a motivation weapon on a fight before attempting, this will increase your stats. Take a vico, this will increase your stats. If needed enlist a friend/merc to make assist attacks, preferably with a persisting debuff, like a smoke grenade. And if possible attack the target shortly after they are released from the hospital.

    just keep an eye on them at some point someone will hosp the guy, as many ppl get the same mission target. when they get out of the hosp you can jump them. you may need a vico. or ask a faction mate to jump in first and thow a temp.
