I see a high-quality item available for mission points. If it's a bit worse than my current weapon, is it worth it? And does the high quality include a chance for those rare weapon buffs?

Your best bet for using mission points is to save them for thing you cannot buy on the item market.. books, weapon mods, and special ammo.

The rare weapon buffs are only available on weapons obtained through caches. Those caches come from ranked wars and can also be bought/sold on the item market and bazaars. You will not find those buffs on anything from the mission point store.
