I need someone to arrest me or tell me how to get into jail for a Duke mission

The easiest way to get into jail is to try busting someone out of jail. Just try the person on top of the list.

If you're doing the "Out of the Frying Pan" mission, it helps to have the item page open in another tab because someone will probably break you out of jail very quickly.

Click on Felovax to use it, but don't click OK yet. Then when you fail the bust and get sent to jail, quickly switch to the items page and click OK to use it.
