If you have a specific mission to mug a set total amount, you can have a friend or faction mate that you can defeat help out. They can hold cash on hand and then you attack and mug. You can send them the cash beforehand and they can send you the remainder back after or if they're using their own cash, send them back the amount you mugged after the attack. Keep in mind to have enough on hand.
As per the wiki: Mugging an opponent allows the attacker to steal a percentage of the defenders cash-on-hand (between 5 and 15%).

A supportive faction or a close trustworthy friend is required.
Say you need to mug 14 mil total... To complete mission.
The basic Mug amount is a random percentage of 5%-10% without mugging merits allocation or plunder bonus
To be on the safe side. We will use 5%.
So your friend needs to hold sufficient amount for you to mug 14 mil in one attack.
To calculate that amount is
(100/5 ) x 14mil = 280mil.
Normally the person willing to help will prepare the money, and also strip down and use blood bag for you to one hit kill mug fast.
Send the money back and many thanks along with it.
Otherwise, you need to prepare the money yourself.
