    After I completed the first guys missions and the other ones say "locked", when do I unlock them and how?

    The "first guy" is George.  After him, you'll get tasked to complete missions from Annonymous. After that, you'll get the Duke missions.  Give a few days to get the next level of missions.  Also, remember you only get one mission assignment per day.
