I decline missions regularly my agent standing has not dropped at all,that being said it has not gone up recently either
If the mission gives crap credits for a lot of e spent I will refuse it garunteed I don't care if my agent standing drops or if I'm missing out on credits their is absolutely nothing worth spending them on anyways (who knows how long before their is months/yrs most likely)and the cost in time,effort and e is definitely not worth it imo
I would not worry to much about losing agent standing losses are a lot less then gains at this point
How bad is it to fail a "hard" mission?

If you complete your next mission after that you will make up for the failure and then some. -

I personally have spent, and will continue spending, a lot of energy doing missions. I'm 99% sure getting this headstart in the missions system will pay out sometime later.
Either when special items are implemented, and I have a shitload of credits to buy with - or new related honors/medals being implemented, instantaneously awarding me with several merits.
That's just my take on it, anyways... -

At worst, I get a good amount of experience towards leveling up (not counting the odd hospitalization missions). Best case is I'm miles ahead of where I would be in regards to merits, future agent unlocks, attachment rewards if I had stopped after the honor bar.
