    I've accepted this mission and it tasks you to travel to china and take someone out, my target can't be attacked since the game says the player hasn't logged on in a while (not a verbatim quote).

    I think you need to educate him. Take a trip to China and put DesertRanger in le hospitalé or whatever they call it. Let's see if they've got good health care there, and give this scumbag's teeth a vacation from his mouth.

    Your mission is not accepted atm. When it will be, you will be able to attack your target.
