I think something that could really revive torn and add something really interesting to it would be a mission builder.
Alongside all the default admin created missions if there was a separate category or kind of missions called community missions that would be awesome.
it should work like this:
- players set level requirements
- there is a list of Npcs they can use and their data, players can choose some and change their name for their mission
- control all the private messages sent
- decide what areas people should go to
- what happens in those areas
- what they can do there, what is read etc.
and then an algorithm or something works out how difficult that mission is and decides what the xp given should be.
this would make torn a lot more awesome
there would be a lot more missions, more stuff to do and I think a lot more people will play more as well as new players will come

- I did specify in my original post that players cannot choose the rewards of their missions. Based on how difficult the mission is an algorithim would work out how to reward players. So say eg. you have to battle 3 level 70s in the mission and solve 2 puzzles, the algorithim would decide that's worth 50 million reward and would give that when you win. Obvious limits in place to prevent how high rewards can be.
- This system is already in place in GTA V Online, players can create missions, deathmatches, races etc. and then the game calculates what the reward should be based on per kill or whatever -

I think a player rating system should be put in place as well so players can see what they're getting into..
The problem with this whole system though is there's nothing stopping a whole bunch of redundancy which can be exploitable. I don't want millions flowing in just because 1 mission task is extremely fast/energy free so people make 100's of clones of it -
