Allow other language public forums

The forum rules are laxed and to do so would promote their use, so there seem to be few reasons not to allow it any more.

But rather than allow other languages to be used in this forum, why not create a separate section that is for a specific for set languages. The only issue is that Chef would need to hire staff that are fluent in those set languages to moderate effectively.
