     Who is he? It is revealed in Season 5 that he is not Raymond Reddington.

    Well for your Logical answer, they didnt Directly say he wasnt Raymond Reddington, But they did show us that the bones he was Keeping were supposedly the Bones of Ray. which means there is something wrong with the story and they aint telling us. but i do believe he is Ray because his Visions tell us that he had an Affair with the Russian Lady who is the mother of Lizzy Keen and whose Father is Ray. so something is missing from the Story and i cant Wait for season 6.

    My guess is that he is Raymond Reddington's twin brother - which would explain how his DNA shows that he is Liz's Dad
