    How does one acquire one?
    Buy a palace/castle/villa and upgrade it. It's cheaper to get someone else to do this for you.

    Or buy an already upgraded one.
    Up to 7 hours and 4 mins hosp time!

    I don't see an option for upgrading to get a vault

    I don't see an option for upgrading to get a vault
    You need to own the actual property but it can only be in a Palace, Castle or Private Island. 

    If considering upgrading, speak to someone that can do first. Other people upgrading will get you a better price.
