I assume the 18 man rig you're referring to is mine seeing as I'm the top 18 man rig in the game.
There's no real trick to it, my advertising is nothing, my employees are all active, drug free and above the stat cap. Nothing has changed in respo, I was one of the top before then too.
Just gotta find the balance around it.
Although I really don't think that the employee positions are scaled properly, there's too much decay on having too many of the same employee, this is why TV networks do so well. Employees are less effective the more of the same type there are in the company, TV network has much more to choose from than rig, so having too many employees in a rig just causes this decay to stack up to a point where the extra employees do nothing more. Needs addressing really.
When hiring employees one rule I have ALWAYS followed is to NEVER recruit people who already work in other rigs. This has allowed me to build up a very loyal and active work force, which definitely helps too.
