    Citizens,

    After reviewing feedback from the community, we've decided to make some updates to Organized Crimes 2.0.

     

    Factions will now enjoy more precise control over how scenarios spawn. The previously announced reward scaling adjustments have also been softened, and the first chain scenario in the top difficulty tier will launch in just a few days.



    New 5-tier spawning system

     

    We’ve brought forward plans to add a 5th difficulty tier to the scenario spawning system. This gives factions more control over which difficulty levels are spawned for their members. There are now five difficulty tiers.

    Based on our review of the previous system's analytics, we've also recalibrated scope costs and rewards. These changes are immediate and apply to all previously spawned scenarios.

     

    Each range provides more scope on success than the scenario costs to spawn. However, the relative reward value depreciates with each higher tier. This is intentional, since it should be a meaningful challenge for factions to continuously spawn Elaborate-level scenarios.

     

    Please be prepared for the fact that new scenarios will be added to each tier, which will obviously decrease the likelihood of spawning the existing ones. New scenarios may be easier or harder than existing scenarios, and thus may provide more or less reward.

     

    While this change will reduce the variety of scenarios that players encounter, your feedback indicates this is desired by the community. The monetary output of OCs 2.0 will be increased beyond what was originally intended, but after running the numbers, we feel it's an acceptable risk. More details on this are available at the bottom of this announcement. 

     

    Three of the four original faction tree upgrades have been made cheaper, and a fifth one has been added to the end. This final tier will remain locked until the first Elaborate-tier chain scenario is released in a few days.



    Difficulty and reward scaling adjustments

     

    We've managed to resolve the balancing issues by implementing less aggressive changes than initially proposed. This was achieved by adjusting the core difficulty scaling, which has actually lowered the difficulty of several scenarios. 

     

    • Mob Mentality: Maximum payout decreased by 25%

    • Stage Fright: Maximum payout decreased by 33%

    • Blast From The Past: Maximum payout decreased by 18%

     

    • Cash Me If You Can: Difficulty increased by 15%

     

    • Smoke and Wing Mirrors: Difficulty reduced by 22%

    • Market Forces: Difficulty reduced by 8%

    • Snow Blind: Difficulty reduced by 11%

    • Leave No Trace: Difficulty reduced by 13%

    • Honey Trap: Difficulty reduced by 1%

    • Break The Bank: Difficulty reduced by 10%

     

    • Blast From The Past: Used item cost reduced (Mining Boom job point cost halved)

     

    Without this adjustment, we risked a situation where new, more challenging scenarios might offer lower rewards than older, easier missions. More details are available in this announcement.

     

    These difficulty and reward changes apply immediately to all newly spawned scenarios.



    Chain scenarios incoming

     

    In a few days, the highest difficulty tier named Elaborate will be unlocked, allowing factions to spawn the first two-stage chain of scenarios. Completing the first scenario won’t grant any rewards. Instead, it will trigger a second scenario, whose successful completion will provide the faction with upgraded rewards.

     

    Upon payout, all participants across both scenarios will receive an equal cut of the rewards. If the same player participates in both scenarios, they will receive two cuts of the final reward. Although the second scenario is more difficult, the participants of the first scenario share most of the risk because they require both scenarios to be successful to earn the reward, justifying their equal split.

     

    In May, we'll also launch an additional two-stage chain in the Intermediate tier, followed later this year by a three-stage chain in the Elaborate tier which culminates in the first 10/10 difficulty scenario.



    Economy outlook

     

    Even prior to all of these changes, Organized Crimes 2.0 was producing $60b of value per day from those who have migrated over. Those who have remained on 1.0 are producing $10b per day. At its peak in the final months of 2024, OCs 1.0 was producing $50b per day.

     

    The aforementioned changes, which will increase the values of OC rewards further, were made possible thanks to our revised economic outlook, which is very positive.

     

    The recent surge of new players has spread Torn's total wealth across more citizens, which has a dampening effect on inflation. Over $7b is also being brought in each day from Item Market fees, further influencing our decisions. As a caveat, we are aware that these new players will likely produce further downward pressure on the price of points. We are monitoring this closely and will step in if necessary.
