so what does trigger the (chances of) items to spawn?
Well Ched has kindly informed us that item spawns are triggered in the same way as they were in the old city finds system:

It really suprises me that the genius coders have designed this City Search system to have items stay on the map FOREVER... Giving the lazy POS that searches once a monththe same rate of "luck" as the player that diligently searches daily.
If it was this way, hundreds†of players would spend hours scouring the city map daily. We'd have to balance things drastically which would result in far rarer finds, and people who want to casually search the city occasionally would never find anything. At the moment, items are generated when users visit the city, so activity is still a major benefactor.
I love the idea that the items stay on the map forever, the people that search the city often just get their items quicker.
A great deal of logic and planning goes in to every update, things aren't the way they are based on whims.

So this means the users who click more often the city get more items? (within reasonable limit of course)
Therefore, the player who clicks on the city link once a month will find less items than the player who clicks and searches daily, right?

Yes, it's exactly the same as the old system. Just the rates are improved, more types of items can be found, and you've got to find them on the city map.
That pretty much wraps up the mystery of how items spawn on the map I would think...
