If attractive women spend a good few hours a day getting "dolled up", why do they get mad at men who pay attention to them? Wouldn't it be more logical to not get "dolled up" in the first place so men won't pay attention to them?

Well theres this one pale chick in my criminology class who sometimes stares at me and I'm entirely fine with it, even though I wear giant headphones, glasses, the same hoodie for weeks between washing, and have acne and facial hair. She usually spends 2 hours in the morning doing makeup and picking an outfit. She always wears yoga pants and yet she does not like men looking at her, despite her staring at me like she wants to murder me or f**k me.

Funnily enough, I've been told women mainly dress up nice for the approval of other women, not men. Think of it this way, we see them in a nice dress, shoes, and a handbag. But every woman knows that's actually a Prada dress, Jimmy Choo shoes, and a Louis Vuitton handbag.

Every woman I've ever talked to about this has told me they do it because they want to feel better about themselves. To quote one of my close female friends "When I wear a nice dress, I feel classy. When I wear nice underwear, I feel sexy. When I wear heels, it makes me taller and my bum looks nicer."
Of course part of that is wanting acknowledgement from others of how good they look, but I think most women in general are a lot more concious of their appearance than most men. Obviously there are exceptions to that, it's just something I've noticed.
Personally, I can throw on some jeans, random shirt, random shoes, random jacket and be entirely comfortable. Whenever my friend does that, she always feels the need to explain why she didn't make more effort that day. I spend half my time talking to her telling her that she's gorgeous as it is (and no, I'm not bullshitting her to get laid, although she is very very good in that department) and yet she still isn't happy with herself unless she's spent an hour or two getting ready.
I can't believe I'm saying this, but I actually agree with what Limetree said. I think for years, society has dictated that the female is the pretty one, and the male is the tough, rugged one. Thankfully, I think that's changing to an extent now (in my opinion, mainly due the wider acceptance of the gay community - Not saying all gay men are feminine and all gay women are masculine but it seems more common in the gay community). Hopefully it'll carry on that way so that people can just feel happy in themselves, without wearing make up 3 inches thick and crippling theirselves with 6 inch heels.

at ages 4 girls are usually trying on their mothers make-up, while the boys are playing in swamps and licking frogs
granted this isn't always the case my bestfriend when i was a kid was a girl and we played in the swamps and went on adventures, but another girl i knew growing up was Such a girly girl always wore a dress, did ballet, put on lipstick and makeup because thats what her barbie had on.

Perhaps they're dressing up for themselves (or other women, since women seem to always be in competition with one another) to feel good about themselves.
Unlike you, I wear clean clothes, and stay clean cut. Yes, I do it to attract the opposite sex but I also do it for me. I enjoy looking good and being 'presentable'.

My advice, don't ogle, or at least don't be obvious about it. It makes you look desperate. Desperation is not an attractive trait. The more you play hard to get or not interested, the more it will intrigue her to get your attention. When you feel that she is interested, just come at her with some small talk to feel her out. If you have a chance she'll let you know.
& if that doesn't work then piss on it all. always other fish in the sea. & believe it or not. Not all of em like to play the prissy lil prom queen who is thriving for attention.
