Well I was going to say that any instrument that's poorly made and/or played badly, but I would have to say that bagpipes are horrid...
I heard one playing "Silent Night." How ironic.

I've heard bagpipes at an AC/DC concert. There's one song that I don't recall the name of at the moment but omfg they are the most obnoxious instrument in the world. I believe the Scots made them to aurally torture the Brits like America used Metallica on some South American dictator, lol.

I though Kazoo after reading the title, but given the options bagpipes are worse.

Any instrument that's played well is never annoying. That goes for both of these. That said, I doubt there's many musicians who are experts on the kazoo or bagpipes.

I guess I'm odd in that I actually like the sound of a well played bagpipe. One of my friends growing up played and he sounded awesome on them.

I do find the kazoo rather annoying, not the worst ever, but out of those two definitely the kazoo.

I think the song is Long Way To The Top? I really like the bagpipes if they are played properly.
