I think it would be nice to be able to see an applicant's faction history, at least for the last 50 days or so, when they apply to the faction. Since scamming is legal, there should at least be a way to identify faction scammers or notorious scum sucking bottom dwellers... (and no, i've not been scammed)
This would enable you to see if they have a new faction every week. It would enable you to contact someone in their previous faction for information regarding their participation - begging etc - you may choose not to, but at least it would give you that option.

Although having a scammer in your faction can potentially cause a bunch of trouble, it is part of the game. There are some controls in place for the faction head to keep the factions assets protected.
Overall I would think that the vetting of a player should be done by each faction as they see fit.
