I dont know if already been suggested, but would be good to see a little change in Faction Newsletters.

Today we only have option to send Newsletter to ALL FACTION.
Would be nice to add more options, like this:

-Send Newsletter
[color=red]-> Send to Faction
-> Choose member(s)
-> Choose Group(s)
-> Create Group[/color]

This way, we can choose to send to all faction, send to especific members ( will open a list of all members to "tick"), create a Group of members and save it (if you usually send to some members) or choose a Group, if you already created any Group.

Could be useful for sending NL to specific groups e.g. Chaining teams or people that set up OC etc.
