If you are its the most stupid idea that i've ever heard! I'd just pay 20 players to join a faction, have them start the Cultural Deviance course and BANG -10k respect for the faction.

2. The education has to be taken in a faction as each course costs respect. This will have to be authorized by faction leader or co-leader
So the EDU taken & members selected by the leader or co leader (much like you put an OC in planning). You can't just join a faction and start an edu personally and chew their respect up.
If a leader/co would be stupid enough to put a new member in (your example) a 10k costing edu, then they deserve any repercussion of that. However you'd think most competent leaders would not spend 10k they can't afford to lose.
