Why not templates?read below...
When you are doing a ad, it usually redirects to the person's profile who has added the image ad.Instead, the advertiser should have a text box, when he can type in-torn URL like Faction Pages, Company Pages, Profiles, Any special forum page etc.This will be checked by staff when added, if the ad is of good quality and Redirects to the correct link, the ad get accepted and that ad will be saved as a template which can be used anytime later without waiting for staffs confirmations.

True that would further improve the idea. The only thing I see that may become an issue from that is say you change factions or companies. You now have no way of either hiding the template from view or deleting it. But they could make it so you can either hide the template or delete it.
Seems that the template would be more time (granted small) to implement bug free (and thus taking away from torn 2.0) when it wouldn't be absolutely necessary. Though I'd be inclined to say allowing it to redirect to a specific page instead of the user's profile would be an amazing addition to the banner ads.
