This sounds like an excellent idea, in-essence.

I don't really like the -1HP idea, but there are plenty of other things that are in Torn that are just as bad.

I like the idea of 10/10 perks but i dont really like your bonuses
Seems they're very something and nothing with bonuses that make so little difference that it appears that if it was added there would still be about half the pack of merits that no one takes to 10/10.
Plus atm most people either hoard to gain perks for stats, battles or crimes and i dont see many bonuses that would make me spend the 10 merits on the last upgrade instead of just getting something else to 4/10

But yeah, would love it if it was rewritten to actually have some more accurate specialisations

I suppose that's a fair point, surely it's not that complex. Just a bonus for choosing to put all your merits onto a certain thing.

I compare this idea to the current education system, where you often have to do a number of shitty courses in one degree for a merit & the final bonus of each degree.

These are just examples that can be developed further, however I don't want a single upgrade to be TOO overpowered, I also don't want specials overlapping... Seems like a lazy option in some cases (such as a crit bonus AGAIN)... I'd prefer to have unique specials for each thing (as best I can).
