What is a Tag List? It just appeared below my Specials on my Menu list.

Its when you tag your friends they will appear just below the specials as you said you can tag/untag in your friends list

Where was the Tag List, I tagged a friend and it never showed up?
EDIT: They only show up if they are online!

Look on you friend/black list there is a little box you can check to tag them.
When you tag someone it shows up on the screen when they are online.
