How do we know when we are making progress leveling up? Is there an experience bar?

It's hidden. Only way to say how close you are, unless you're level-holding, is to travel to China (when you're level 15+) and visit the fortune teller

its hidden,the best way to gain exp is to attack higher levels and leave them lying on the street

You are always making progress leveling up. The fastest way as pointed out by Flow is attack and leave and also joining a faction.
