I am a level 46 and has nearly 1.9k health bar. although I've seen many level 46 with higher health bar than but this player ( Profile for ID: 786234 ) has way more than mine !!
How ?
-I know Theres is a merit upgrade way just to Regenerate faster.
- I've ODed less than 10 times in xanax.
then How to increase Health bar ?

You have 198k life not 1.9k.
And the merits increase your health bar not the regeneration, thats how that guy has more life than you, with merits upgrades.

A while back you could exchange your points earned in the Medical job for life. This has been changed a while back. Seeing as he is older than you, this might be the case.
Also merits can increase your life.

Life was reset after that. No one has higher life because of the old job special anymore.
