I believe the course increases the amount of working stats your employees gain per day from +30/15 primary/secondary to +35/18. I'm not 100% sure on those numbers though.

Short answer is, no one knows. No way to ever really know...

If I were to guess I'd say around 5-10%, seeing as that's what sort of percentages other courses tend to be around in that education list.
