When stacking Nerve by using Bottle Boosters, will it restes at XX:00, XX:15, XX:30, XX:45, or it'll never reset ??

No, It'll never resets.
I tested it with Kandy Kane.
mine was 51/40 and left it for 2 hours and when I came back It still was 51.

Why will anyone stack nerve? Will be a waste of too much nerve.

Well, if you intended to use the nerve right away but Torn gave you a data base error or your internet died, you'd have a nerve stack.
