Hi, when I started I had 10 refills, is there a way to get more?
Also I just started playing this, I played a similar game a few years ago but quit after a while, any tips for starting out?

You can trade 25 points for an energy refill. You can get points from:
a. Buying them from the points market in the city
b. completing the history bachelor (education) to unlock the museum. There you can exchange artifacts for points
c. Donating or subscribing (real cash) to get points
When you have the points you can go to the points building in the city, or click the [use] link next to your points (in the sidebar).
My advice would be for you to join a faction so they can help you get started in the game. You can browse the "Faction Recruitment" subforum for a suitable faction, or post in the sticky thread there and let people contact you.

That's lesson number 1 ... for some odd reason people never feel the need to be polite to new players.
There are a few things you can check:

You can use the Ask a question link in the Residential District of the City to ask a staffmember questions.
You can browse the forums to see if you can use anything written there.
And since you just got here ... you can go to your settings, to have last month's Seasonal Newsletter send to you which should get you something special
