WLT stock offers faster travel, much like the BCT.

Air strips gives roughly 30% quicker time than standard.

WLT offers 50% quicker time than standard.

BCT offers 2/3rds quicker time than standard.

It wasn't back and forth instantly. It was there in ~2 minutes, and back standard time. But yes this was in the old travel system. They are ,if I recall correctly, currently are the same speed as what a PI used to be. I may be wrong though it has been a while since I've used one.

Apply here if you have over 500k stats or are extremely active.

return trips used to be the fastest possible.

if you had PI and WLT and traveled there in standard mode, you'd return with WLT time.

currently you return the same way you went, regardless of any bonuses you might have.
same thing for the number of items you can bring, it's locked with the way of transportation of your choice.
