Every time on Christmas Town, When i go to Hospital or Jail,. i always end up back at 1,1 ,... is this supposed to do this as this never happened on Halloween Town, and its a bit annoying when your trying to complete a task and have to keep going back to the start.

Why, yes It suppose to happen every time sent to the hospait or jail. That is part of the game and how they set up plus that the rule of the game.

Guys, I should have told you, really in the wrong forum. The forum to discussion is in the General Discussion Forum. But give you tip how to break the code, try 1, then skip two number like 3. If the color is orange, you are close to hit the green number,like 3 top number 2 or under the three is 4. That about close I can get, later

This makes no sense
The 1 Number Codes = Guess
The 2-3 = Crack by changing the numbers each time till you know all 3 [Green = right place, Orange = wrong place, Red = number doesn't occur]

don't be a retard with your crappy "tip"
green shows when the number exists and is in the right place.
yellow shows when the number exists but is in the wrong place.
red is for numbers that aren't in the combination.

There is a way to guarantee the opening of a single digit chest. Assuming this is a part of the coding and not bug abuse, you can make 4 guesses. If on the forth guess you do not get a green, if you are hosped through an attack, you can med out and will have another 5 chances to open the chest. I discovered this in Hallow Town when my faction was at war.

happening by accident is one thing, but doing this as you are implying it to be done sounds like bug abuse to me.
