Yes but you must give credit to the recent revamped system which basically removes scamming *trade wise* from the game. It is basically impossible now to scam through trades, which 95% of scammers used as a method of scamming. The only way to get scammed now through a trade is if you have your eyes closes.
Now having said that, the only other methods of scamming that remain are:
Types of Scams
A - Investment Scams - These scams were quit popular and used a while ago, a couple players made billions off of this method. Usually the players who used this method had a very good reputation, and were sometimes in HOF factions. This earned them respect and reputation which led friends to invest and others to invest also...it truly proved that sometimes not even your closest friends in Torn can be trusted, key word sometimes. In conclusion the reason this scam was successful was because the players promised to offer GREAT weekly rates (more than the bank) and the reputation was there, so it looked like the perfect way to make money by doing nothing!
B - Cancelling Trades - This "scam" is a tough one to justify. Basically the person will offer a really good deal, almost too good to be true (which it ends up being). Let's say a pair of dumbbells are on the market at $375,000,000...the person will offer to sell you a pair for ONLY $300 - $325 or any other great price. Once you enthusiastically setup the trade and add the money waiting for the other player to add the rare item, the other person instead cancels the trade and mugs you. This makes the money you had in the trade go in your hand and the mugger is happy with the money he / she just "stole". This may or may not be considered a scam to people, but it is truly disgusting. An example of this scam would be Infamous [1538618]....His / her profile reads "Selling my Private Islands for 825mil each. Chat/Mail me."....If one simply checks the real estate market he / she will notice how GREAT of a deal this is and it is definitely too good to be true, which for your information,in this case, it is.

Scammers often change names, so this was that players old name. I knew this player was a scammer, judging from the unbelievable deal and friends vs enemy ratio, therefore I waited for the player to add the PI first. The scammer does indeed have 3 private islands so I don't see why he / she didn't add one to seem more realistic, I guess it proves the ignorance scammers have.
3. Faction Scamming - This form of scam is exactly what it says, scamming a faction. Basically a player will join a faction and depending on how well his / her reputation is and if he / she has many friends in the faction already, they will try to achieve vault access or even Co-leader status. They then will take everything from the faction (money, weapons, points, etc.) and leave the faction. Not all people do this ofc but it is definitely a considerable scenario when deciding upon letting a player have Co-leader status or Bank / armory access. A great example of this scam would be the recent faction scam achieved by Dubz [1554198]. This player stole a total of about $11.7 billion and approximately 4,700 points or so.
The list goes on forever and ever, you just have to be smart!
How do I prevent being scammed?
- Think before acting, if it is too good to be true, it most likely is!
- Always do trades through Torns trade system, never send the item / cash first
- When trading, always keep your eyes open and throughly check the trade before accepting!
- Look at a players Friends vs Enemy ratio, most scammers have more enemies than friends but if someone has more enemies than friends it does not necessarily mean they are a scammer
- Ask around before constructing a big trade with someone / giving them Co-leader or vault access in your faction
Someone said "maybe stop reviving then? or before you do revive, check their friend / enemy count.... thats always a good indication as to whether someone will pay or not."
Thats not always the best way to check. read my profile. I have NEVER had any enemies in here, but some people ask other people in chat to add this and that player as your enemy, for say, 10 mill. Then people add other players, just to see they have been scammed. Do you think people remove the player theu added as their enemy after this happends? They not, and there you and me sit with "enemies" on our record.

It's actually incredibly easy to not get scammed. DON'T GIVE MONEY TO PEOPLE YOU DON'T TRUST. Easy as that.
Nor trust a person that you do not trust to give you money.
It seems that most complaints revolve about not receiving the cash they were promised for this or that service.
Don't engage in a contract that you cannot enforce with a person you have no POSITIVE evidence to consider as anything other than a slimeball.
This should be fairly obvious, but it took me a few thousand Energies ( Hi, Dave! ) as well to figure it out.
Everybody you deal with is GUILTY until proven innocent.
And I repeat myself but:
-until lvl 15: purge yourself from the idea that you need money, and do not spend.
