Sure, there isn't a need for one. But if things were only created out of needs, we would only have bare necessities. Torn mobile isn't bad, but it could be improved and I'd prefer an app over it.
I've recently come across an app for Torn city on Android.
The developer is charging £0.69 for it (no free version), and I'm guessing it isn't legitimate and he's trying to make money out something he doesn't own.
Willing to give details to staff if they wish to follow this up.

there is nothing "mobile" about torn mobile.
I have used both on my phone and can barely see any difference. Granted, mobile doesnt have the slider, so its a little adjusted, but very very minimal.
A real mobile version is adjusted to the small screens of mobiles, it is just what people would expect from an app, but accessible from the browser.
A mobile version would have bigger buttons, information only accessible by hovering displayed in another way, and be layed out with less need to zoom out and in all the time.
tldr
We dont need an app, we need a propper mobile version.

Torn will eventually catch up and release an app - I imagine the development costs quite a bit of money so they have to work out if it is financially viable.
Smart phones are the way ahead and less and less people use PCs or laptops to go online. Every other business on the net has worked out that they need an app, Torn will as well and I imagine sooner than later.
My guess is that they will continue to say 'never' until one day it will appear.

as far as mobile torn not being any more mobile than full torn, that's because all of torn is mobile ready further meaning we don't need an actual app. but a city watch style app would be much appreciated.

If you could predetermine a max stat to train, max crime, booster of choice and a drug with a press of one big button I would gladly pay 5 to 10 bucks for it.
Hiring for my company 50k int=600k. Druggies are welcome if active. Paying 350k for stalemates, I will unload weapons so anyone can do it.
App for torn? Are you really that lazy that you can't even be bothered to spend five seconds logging in via your phones browser? You'll want an app to dial people for you next.
I also see no real reason for an app. Torn mobile works just fine and and feel that development time/money/resources would be better spent in other areas.
