it's a lot of work



When generating Leaving.php link:
$url = str_replace($url,"#", '& #35;');


When generating the redirect:
$url = str_replace($url, "& #35;", "#");


How hard can it be?

Because of the way our systems work, this is non-trivial. Vastly more complicated than the str_replace you outline.

I have attempted to do this and this fix (its a bit of a hack) is in testing on staging now. If it passes testing by the staff we will release it. Its possibl we will discover a endless list of other things it broke though...
