No need for the capital letter, this means that the user has flown abroad during the attack before you managed to finnish them off.

I don't believe this is a bug?

If it says that "the target managed to escape", it means you are double clicking, or your browser is registering them as double clicks. If thats the case, you need to clear your cache and temp files and/or switch browsers.

If the message says "the targets managed to escape to a different country" they just flew. In this case, there is not much we can do.
