This is similar to a previously seen problem on gluttony before the somewhat recent server change. I've twice noticed Despair cutting off pages (only loaded the first couple items on the items page and same with a forum page). I've observed it a few times but only the last couple I noticed it was on Despair that it was happening (no screenshot, sorry).
I am getting this a lot to, I haven't noted the servers unfortunately, but it seems to happen mostly in forums for me. And I find it happens after a refresh occasionally.

Does it continue after a hard refresh?
Not if the server changes when I refresh. It has happened a few more times since then with forums, war base, and can't recall the third page, but they were all definitely on the Despair server.
Note that I have twice observed this on Pride (7) as well as continuing to see it on Despair. Instead of loading the full messages page for example, only the first couple lines load and the rest of the page is blank. If I observe it at home, I will include a screenshot, but it's similar in appearance and function to the bug in the below link:
