The color on the [upgrade] button is different to the outside. With a laptop if you tilt your screen back your should be able to notice. There was a bug filed on this before (Very long ago) and was claimed to be fixed (by Tornberry I think) but it hasn't been.

The hex color code for the ouside is #F3F3F4 and inside the upgrade is #EFEFEF, which proves they are 2 different color's. Now it may be a little hard to see, but with this next screenshot I'v applied Linear Burn to the image 4 times which makes it really easy to see what's going on :)
