I have spoke to staff, have reinstalled city watch, and still get the same problem... On quite a regular basis i am getting a pop up window saying:
Refresh failed
Could not connect to server. Check you are connected to the internet then try again. (time server)
Detail:
connect timed out
im having no internet issues usually, and more often then not when i try to log back in to citywatch it wont even acknowledge ive pressed log in. and i have to come back and do it again 10 - 15 minutes later.

Have you tried flushing your DNS and restarting your router?
How often do you get this error?
What operating system do you use?

Dont know what you mean by flushing a dns?
Restarting the router..
Yes, do it on a fairly regular basis actually, because i live with old people that think every time something goes wrong thats the solution, because thats the line that the cable company sold them.
How often.
Anywhere from 2- so many times a day i give up on it

It's not your DNS, it's City Watch. Everytime it seems there is even momentary (less than 5 seconds) lag on Torn, City Watch claims it can't connect. It get's so maddening that some days I don't even use City Watch because of it. I have had some 50x errors today and CW has done what you described a couple of times already.
If it were an issue with your DNS you would be having problems connecting to Torn in your browser/s, and not just through city watch.

I will add to this that it has been doing this for quite some time now, and if I ignore the error message and leave it up, City watch appears to continue to work. If I click a button on the error message I have to re-login to city watch.
I have written a few programs, and if I were to attempt to fix this bug I would look into the code that handles the server not responding and set it up to try multiple times before giving up and displaying an error message. Maybe with a delay between attempts. 3-5 attempts seems like it would be enough before displaying an error, and each successful load I would reset the counter.

Been logged out for no apparent reason like 6 times today. Site was NOT lagging at the time. It's really getting annoying please fix! Above is the most recent time it happened (as I was browsing the site at the time).

My city watch wouldn't update or respond. I uninstalled and reinstalled and now it doesn't work at all :/

I've been getting the same thing. But it's only when I have the log in page open in a window. When I close the log in page I don't get the refresh pop up. I know this because it's been very annoying when I'm playing any steam game. I'm in the middle of a race/mission and all of a sudden it stops and that damn pop up is there.
I also noticed that when I have the tc login page open it now shows global chat it never did that before. Quit f**king with our bookmarks and we probably won't have this issue.
I used to be bookmarked on 'paths' because there were no scripts running...I didn't change my bookmark. Who did? Keep it up and I'll take my bitching elsewhere.

Now in the refresh failed dialog it says "Could not connect to server. Check you are connected to the internet then try again. (time server) Detail: Read timed out"
I am connected to the internet, there is no problem there.
Internet time tab in date and time properties says "the time has been successfully synchronized with time.windows.com on 6/10/2012 at 11:53 am. It is currently 11:55AM by my computer for my time zone.
Edit: before it always said "connect timed out" under detail, not "read timed out". This is a small change, but I am hoping it was changed to help in locating the issue, and that this post will help.

Yesterday:
Couldn't connect at all between 3pm and 5pm torn time.
Along with random DC's during the whole day. Each needing 5-10minutes before I could reconnect.
Today:
Timed out at 8am torn time just once. Could reconnect a minute later.
9AM torn time (12 minutes where I couldn't connect)
9.45 AM - disconnected again. could reconnect within a few minutes
10.50 am torn time - DC - reconnected at 10.57
15.40 - DC - few moments later, could reconnect.
16.30 - Ditto
19.40 - again; managed to reconnect at 19.55
Will continue to edit this when these errors come.

You cannot click elsewhere and have the dialog go to the back, you have to click something on the dialog, then the login window will pop up after that taking more time away.
I think City Watch should at least have an option to disable the dialog. What I am proposing is that since city watch will continue working as if nothing happened when the dialog has popped up, there should be an option to ignore that error and just continue refreshing as if nothing happened. During times when the refresh failed is happening notifications will just come late, and the annoyance to the user will not be there. I would bet 90% of the users wont even notice that sometimes the messages are late, and another 5% (at least half of the ones that do notice it) wont care so long as City Watch continues to work through the issue. I am guessing that lag is the likely cause of the error, and if that is the case, I doubt there is an economical solution for that issue. Sometimes working around an issue is the best solution!

My citywatch keeps "timing out" and then when trying to log back in it just sits there doing nothing for several attempts, timing out after each one.
Finally, after about 3 or 4 tries it will log back in and then b fine for anywhere from 3-4 hours on up to a day or so n then do it all over again.
It does this randomly, never any set amount of time apart.
Flushing DNS doesn't help. Shouldn't b connected to that nyhow, no other problems w/ torn, other pages, etc.
Just CityWatch.
Using windows xp.
Happens several times a day most of the time.

the only problem i have is when i put my computer to sleep. when it sleeps, it doesn't communicate with the internet, ergo refresh failed.

I see some changes have been implemented that address the issues quoted above. I noticed in the interface it said "refresh failed retrying in ####" and #### was a countdown. This is cool, and I bet after a couple of tries it is coming out of it most of the time. I also just noticed that I never got a notification that my donator pack had sold, but I found it had so I checked city watch and found the dialog had popped up, but hadn't taken over my screen. This is good too, but when user interaction is required to restart city watch we need a way of knowing this. Most messenger apps will gray out their icon in the tray if they stop working completely, or have been started but the user never logged in.
Thumbs up for the recent changes!
