I want to know if the following issue is "normal behavior" or a bug/exploit/error in calculations
we as a faction ranking currently at #2381 declared war on batavia, ranked #77 - it's a normal war, not a "contesting rank" one.

We did chains on them - including hitting the #75 and #100 markers on them, and got ourselves to 62% control (we currently have 625 respect/203 attacks - ratio of ~3 respect per attack).
That's all fine and well, and expected, as we battled other factions in normal wars and know that the control doesn't increase as fast as for a "contesting rank" war

The problem appeared when they started hitting back, and this is the issue I'm asking about if it's normal, expected behavior - after we got to 62% control, they did ~50 sparse attacks on us, and bought us down to 32% control (they now have 1,247 respect/91 attacks - ratio of over 13 respect per attack)

91 attacks for 1,247 respect.

So yes, thats normal. They just hit their 100th hit (and maybe 75th) on your faction. Multiple of those hits will boost the respect gained and thus control
