I don't usually pay much attention to my racing skill. I like the idea of it rising, but it's not something I pay notice to. A good while back I did notice it though, because it was a good looking number, 7.77. Easy to remember, right? I've risen only 0.13 to 7.90 in the past month or so, and I have won far more races than that. I actually was paying attention to it this particular time, I won 2 races back to back and my skill didn't budge one bit.
People who would be on the same level as me in racing skill, meaning those who have been as persistent over time as I have, have almost double my racing skill. I don't know how long this has gone on, but I reckon it's gone on long enough.

The higher your racing skill, the less racing xp you get. It's harder and harder to get more and more racing exp.
That's not quite a bug. And since it's still going up for you there is no issue.
If you want/need more racing skill, stop doing official races, and start doing custom 100 lap races. you won't get racing points, but you'll get much more racing skill doing these races.
