Note that I use global gym but I still have to unlock it? Doesn't make much sense so I figured I'd post it here.

Not a bug.
You were given the global gym to use from the start for free.
You were not given the gym experience for it.

So you still have to till that bar before you can continue .Much like everyone that starts these days: they don't have global gym unlocked. They have to get the gym experience first before they can use that gym.
