I'm currently working to unlock a gym that is already unlock and active. See screen shot.

You got given access to global gym when the new gym system was launched. You never unlocked it, so you still have to go through the process of unlocking it.
So after unlocking Davies gym, you need a full progress bar to unlock Global, then a full progress bar to unlock the next gym.
