I have fulfilled the criteria, along with others, by unlocking all the gyms and activating them all.
However I still haven't received the honour.
By asking about on TeamSpeak and IRC, it appears that those who unlocked the gyms, BEFORE the honour update, can't get the gym honour.
However those who unlock and activate AFTER, get the honour and merit immediately.

try ativating them all again and if that does not work try training in all of them at least once
