|According to my 'Personal Perks' info on my home page, I should get -12.5% education reduction length from my faction. That sounds right since we have Adept V.|
I also have 2 / 10 in my merits regarding education reduction time, which makes an additional 4% reduction time.
However, I just started an education course which takes 28 days, and right after starting it, its length is 23 days 12 hours 30 minutes, which means 23.52 days. So the percentage of reduction is (28-23.52)/28 = 16%.
16% is different than 12.5+4 = 16.5 that I should have, so there's a rounding error somewhere.
P.S.: I assume 12.5 that I get from the faction and the 4 that I get from my personal merits add up. If you cumulate them via the relative percentage formula instead, 1.125 * 1.04 = 1.17, so 17% is still different than the 16% I get.

|Not a rounding error. Your calculations are different as to how it is calculated 'behind the scenes'|
100% - 12.5 % from your adept = 87.5% - 4% = 84%
on a 28 days course, this is 23.52 days.
yes the second deduction doesn't work on the 100% but on the already lowered %.
And this corresponds with what happened and the time you get on that education.
Hope this clears it up for you.
Have a nice day.
