You should still see those wars you just ended in your warbase. They remain in your warbase for 24 hours and during that time you are not able to declare. It's kind of a cooldown period.
You will have to wait for them to disappear from your warbase before you can declare again.
These 3 factions you just finished war with, are these still in your faction warbase?
It takes 24hours after you finished a war for these faction to go away. Only once these have cleared you'll be able to declare on another faction.
As your list consist of 3 wars finished, you can not yet declare on someone else as long as you've got these.
