What OC did they fail to have people from different factions hospitalized?
As far as the few from Moustache Riders that are in the hosp, there is a faction called PowerBeyondMoney, and...hypothetically, there could be a new aspect of faction warfare/interfaction OC that is being tested, but honestly, IDK

You sit down to watch TV, suddenly the image goes blank and a loud beeping noise rings out. As you reach for the remote to turn the volume down, a woman's voice reads the ominous message aloud. "This is an emergency broadcast alert! There has been a confirmed detonation of a Radioactive Bomb within Torn. We urge all residents to remain calm and remain inside their homes until further notice. We believe the terrorist faction JFK was targeted. Hundreds have been injured in the blast that has destroyed much of the area reported to be near the factions headquarters. ...And many, many more are now being treated for radiation poisoning. Currently their names and condition are being withheld while local and state law enforcement officers finish the investigation. Again: There has been a confirmed detonation of, some kind of Dirty Bomb within Torn City. We urge all residents to remain calm and inside until further notice."
As you travel to the city to do some last minute shopping before work, a gruesome scene erupts before your eyes. Several new companies lay in ruins, their windows and doors shattered by unknown means. People are loading trucks and cars full of various goods from the shops. You are totally stunned by the scene as well as the lack of police officers that normally would be on the scene. You park your car and continue to watch the madness play out before your eyes. Searching for some explanation of the chaos you turn on your car stereo and scroll through various channels until you find the news report. "Today Torn City has been rocked by a type of violence no one should ever witness. Reports have been confirmed that members of the faction JFK were targeted and injured by a Dirty Bomb explosion. At this time we are unable to report the names or extent of the victims injuries. Further reports also confirm that due to the lack of available police support several areas of the city have been looted and lay destroyed. Stay tuned for more details. We recommend you stay in your homes until further notice. Officials do not know how serious the radioactive materials are..."
I think it's silly to make it and then do nothing with it, that's the only waste.

isn't that the ENTIRE POINT of having a DB? and yea, they're always going to use them on the faction in 1st place.. that's also the point.. the faction in 1st place has to get more DB's than everyone else to stay #1...
You hear a sickening boom outside your house. Immediately you switch on the TV, but there's only static. You look out of your window and see smoke coming from behind a parking lot a mile away. Minutes later, several sirens fly past your house. You hear screams and see people running for their lives in the other direction. The TV static fades, in its place is a reporter. "...or homes! I say again, stay in your homes! Do NOT make any attempt to go out in to the city." "That's right Jane, very good advice! ...I'm standing here just meters away from ground zero, you can see literally pools of blood just behind me. We believe this was yet another act of faction warfare. This time obviously made against the well known JFK faction err... Horrific, just... Horrific! We don't know much at this time but if you can see over there, some kind of tent with, I'm guessing soldiers, in Hazmat suits washing citizens down. So I imagine this must be some kind of... radiological attack."
